H1N1 Intranasal Vaccine and "Viral Shedding"

Sarasota County has announced that the intranasal vaccine will be the
first to arrive and to be used. The FDA package insert for the vaccine warns that the vaccine may actually spread the H1N1 virus to immunocompromised individuals.
Question: During a so-called "pandemic," aren't there "immunocompromised individuals" just about everywhere? Is it wise to be vaccinating millions of people with a vaccine which may actually be spreading H1N1 virus?

section 17.2, page 21, states:
"17.2 Vaccination with a Live Virus Vaccine
Vaccine recipients or their parents/guardians should be informed by
the health care provider that Influenza A (H1N1) 2009 Monovalent Vaccine Live, Intranasal is an attenuated live virus vaccine and has the potential for transmission to immunocompromised household contacts."

Concern That Doctors, Nurses Could Spread 'Live' Virus
"But several metro area hospitals said they won’t be taking the
FluMist because they don’t want to endanger patients.
When asked if that meant that FluMist was dangerous, Lois
VanFleet, infection prevention specialist at Exempla Good Samaritan
Medical Center in Lafayette said, "No, it's a very safe vaccine in
healthy people."
But, she said it’s made with a live virus, and that doctors
and nurses who inhaled the live virus could shed some of it on
patients whose immune systems are compromised.
VanFleet said the staffs at Lutheran, St. Joseph’s and Good
Samaritan Medical Centers will wait for the injected vaccine.
"The injected vaccine is made with antibodies, not live virus," she said.
